Why this matters
Most "EIN without SSN" guides stop at "write Foreign on line 7b" and leave you to fail silently three weeks later when Stripe or your bank rejects the brand-new EIN. Getting the EIN is step one of four: you then wait for IRS database propagation — up to 2 weeks for IRS TIN matching, about 3-4 weeks before Stripe's database syncs — before submitting it anywhere, or the TIN match auto-fails. Can I get an EIN without an SSN or ITIN?
Yes. A foreign responsible party who does not have and is ineligible to obtain an SSN or ITIN writes "Foreign" (or "N/A") on SS-4 Line 7b and applies by fax, mail, or the international phone line. The IRS online assistant is the only method that requires an SSN/ITIN.
Which fax number do non-residents use for the SS-4?
If the responsible party has no US legal residence or principal office, use the international fax 304-707-9471 (from outside the US) or 855-215-1627 (from inside the US) — never the domestic 855-641-6935. Routing keys off legal residence, not whether you hold an ITIN. IRS fax numbers can change, so re-check the current instructions before sending.
Why does my brand-new EIN get rejected by Stripe?
A newly issued EIN takes time to propagate. The IRS says wait up to 2 weeks before it passes TIN matching or e-file; Stripe reports its database takes about 3-4 weeks to sync. Submitting on day one auto-fails. Wait the conservative 3-4 weeks, or upload your SS-4 / CP-575 confirmation letter to Stripe as manual proof.
